The committee recommended that the Senate kill it. On May 9, 1989 the Senate voted to pass it. A floor amendment () was adopted on May 9, 1989, changing the text of the bill. On May 9, 1989 the Senate voted to pass it with changes. On May 16, 1989 the House voted to reject the other chamber's changes on a voice vote.
