The Story
It was introduced on January 24, 1989 and referred to the House Transportation committee. The committee held a public hearing on February 16, 1989. The majority of the committee recommended that the House pass it with changes by a vote of 13–3. On March 23, 1989 the House voted to pass it with changes. It crossed to the Senate on March 24, 1989 and was referred to the Senate Transportation committee. The committee held a public hearing on April 18, 1989. The committee recommended that the Senate pass it. On April 20, 1989 the Senate voted to pass it. The bill was enrolled on April 27, 1989 — the final check of the text before it goes to the governor. The governor signed it on May 8, 1989.
