The Story
It was introduced on January 24, 1989 and referred to the House Public Works committee. The committee held a public hearing on February 8, 1989. The majority of the committee recommended that the House pass it unanimously, 17–0. On February 14, 1989 the House voted to pass it. It crossed to the Senate on February 16, 1989 and was referred to the Senate Transportation committee. The committee held a public hearing on March 7, 1989. The committee recommended that the Senate pass it. On March 16, 1989 the Senate voted to pass it. The bill was enrolled on March 23, 1989 — the final check of the text before it goes to the governor. The governor signed it on April 4, 1989, making it Chapter 28 of the session laws. It took effect on June 3, 1989.
