The Story

The majority of the committee recommended that the House pass it by a vote of 13–2. On February 14, 1989 the House voted to pass it. It crossed to the Senate on February 16, 1989 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 9, 1989. The committee recommended that the Senate kill it. On March 16, 1989 the Senate voted to kill it.
