It is not a tax as some have suggested but a purchasing club with 30% cost savings for everyone. Funds pass through Department of Health and Human Services (DHHS) but do not cost the state any money. On the contrary, should the NHVA be dissolved, DHHS will have to assume the cost of vaccine management and inventory to be prepared for outbreaks because the NHVA currently does this in lieu of the state.
