Susan Almy", "committee": "Ways and Means", "text": "The legislature has been reducing state revenues by cutting business tax and other rates since 2016, and we have reached a crisis point. The value of a dollar bill deflates over time, as inflation causes the dollar cost of goods, services, and infrastructure to increase. This year, the New Hampshire Fiscal Policy Institute calculated the total dollar cost of the tax cuts that occurred from 2016 through 2024 as a total loss of $900 million to $1.2 billion. For each cut not paid for by federal stimulus packages, our towns, cities, and counties lost resources that paid for our schools, roads, water plants, and local salaries for needed services. Now, the federal stimulus packages are replaced by clawbacks. We have been helping the smaller businesses and start-ups by increasing the exemption limits every two years by inflation. It is the largest multinational corporations that pay the lion's share of business taxes, and our state's tax bills to them are such a small part of their costs that many did not realize until recently that their tax bills had been cut. Every time we cut more, we cut services the legislature thinks disposable, but which the people of our state and their school, municipal, and county governments regard as necessary. The result is constant property tax increases, and people lose services they value. We cannot continue like this. Three months into the fiscal year, the budget is already 3% under plan. Business taxes account for 42% of our revenue, and are 8.4% below plan in the critical month of September, because the corporations reduced their estimates. The top four other revenue sources, equaling another 42%, are Meals and Rentals (up .1%, and almost half of this group), Real Estate Transfer Tax (down 4.3%), Tobacco Tax (3.7% above but highly irregular), and \"Other\", most of which is Treasury interest, which is now 35% below FY25, and falling, as we spend down our reserve. Lottery is in 6th place providing $33 million, and despite the casinos, surpassed the expected take by $3.5 million only due to the largest Powerball ever. Our businesses are asking for more help to fund housing, child care, and addiction, not more cuts. Our school districts, municipalities, and counties are struggling to keep up with reduced revenues and rising costs.
