David Milz", "committee": "Public Works and Highways", "vote_yeas": 17, "vote_nays": 1, "text": "This bill is New Hampshire's capital budget for the coming biennium. The capital budget provides bonded funding for statewide capital improvements including construction, repairs, and investments in state-owned buildings, state facilities and parks. Such improvements aim to maintain and strengthen our state's non-highway transportation, building, and technological infrastructure and also stimulates private business growth and economic opportunity. The capital budget, as recommended by the committee, appropriates approximately $132.5 million in general fund bonding. This budget provides funding to the Community College System for critical maintenance, IT infrastructure and increases the capacity for its welding training program at Great Bay campus and to the University System of New Hampshire for building renovations at its Plymouth and Keene campuses. Understanding the importance of outdoor recreational activities to New Hampshire's tourism industry, the committee approved funds to the Department of Natural and Cultural Resources for the Cannon Mountain Aerial Tramway, to improve roads at the Connecticut Lake Headwaters and improve Umbagog Lake State Park Marina and facilities; to the Fish and Game Department for hatchery predatory control and inland fisheries equipment; and to Pease Development Authority for repairs at Rye and Hampton Harbors and dredging at the Market Street terminal main wharf. The budget also provides funding to the Department of Environmental Services to protect and improve our water resources, to the Department of Administrative Services, Department of Corrections, Department of Health and Human Services, and the Veterans Home to maintain our state-owned buildings. Through judicious use of lapse money, the committee was also able to provide support for rail and tie improvements of state-owned railroads. The committee tried to take advantage of federal and other matching funds to develop a proposal which will provide much needed projects, improvements, and jobs throughout New Hampshire. Overall, this budget leverages over $122.7 million in federal funds for IT projects, drinking water and clean water state revolving funds, and matching funds for National Guard facilities. It is imperative that we maintain our state-owned buildings, and this proposed budget continues the commitment of the Public Works and Highways Committee to do just that. The projects for which money is appropriated will continue to encourage tourism and create jobs for many small and large contracting businesses throughout our state."}], "source": "House Calendar 19, 2025", "date": "2025-04-01", "dated": "signed", "cite": "HC 19", "cite_url": "https://gc.nh.gov/house/calendars_journals/viewer.aspx?fileName=calendars%5C2025%5CNo19%20April%2004%202025.pdf"}, {"bill": "HB25", "body": "S", "title": "", "source": "Senate committee report, released 2025-05-09", "date": "2025-06-05", "dated": "signed", "calendar": "Regular Calendar", "majority_recommendation": "OUGHT TO PASS WITH AMENDMENT", "minority_recommendation": "", "reports": [{"side": "Committee", "author": "Senator Mark McConkey", "committee": "Capital Budget", "vote_yeas": 5, "vote_nays": 0, "amendment": "2025-2039s", "text": ""}], "cite": "SC 24", "cite_url": "https://gc.nh.gov/senate/calendars_journals/viewer.aspx?fileName=Calendars%5C2025%5CNo%2024%20May%2029%202025.pdf"}], "docket_reports": [], "report_actions": [], "veto_message": null, "bill_note": null, "subject": "State Government", "subject_source": "general court", "house_committee": "Public Works and Highways", "senate_committee": "Capital Budget", "lsr": "2025-1160", "docket_url": "https://gc.nh.gov/bill_status/legacy/bs2016/bill_docket.aspx?lsr=1160&sy=2025&txtsessionyear=2025&txtbillnumber=hb25&sortoption=billnumber", "documents": [{"label": "Bill text", "url": "https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1178&txtFormat=html&sy=2025", "kind": "text"}, {"label": "Bill status page", "url": "https://gc.nh.gov/bill_status/legacy/bs2016/Bill_status.aspx?lsr=1160&sy=2025&txtsessionyear=2025&txtbillnumber=hb25&sortoption=billnumber", "kind": "status"}, {"label": "Docket", "url": "https://gc.nh.gov/bill_status/legacy/bs2016/bill_docket.aspx?lsr=1160&sy=2025&txtsessionyear=2025&txtbillnumber=hb25&sortoption=billnumber", "kind": "docket"}, {"label": "HC 19, page 13", "url": "https://gc.nh.gov/house/calendars_journals/viewer.aspx?fileName=calendars%5C2025%5CNo19%20April%2004%202025.pdf", "kind": "record"}, {"label": "SC 19", "url": "https://gc.nh.gov/senate/calendars_journals/viewer.aspx?fileName=Calendars%5C2025%5CNo%2019%20April%2024%202025.pdf", "kind": "record"}, {"label": "SC 24", "url": "https://gc.nh.gov/senate/calendars_journals/viewer.aspx?fileName=Calendars%5C2025%5CNo%2024%20May%2029%202025.pdf", "kind": "record"}], "amendments": [{"num": "2025-1455h", "kind": "Committee Amendment", "where": "committee", "date": "2025-04-10", "body": "H", "adopted": true, "vote_kind": "VV", "mover": "", "proposed_by": "the Committee on Public Works and Highways-r 12,250,000", "text": "Amend the bill by replacing all after the enacting clause with the following: 550,000 1 Capital Appropriations.
