As House rules require, it is a balanced budget and balanced with no new or increased taxes or fees. It is based on the unanimous House Ways and Means Committee revenue estimates. It appropriates $11.9 billion in total funds for the next biennium, up 4.9 percent from the $11.3 billion appropriated in the current biennium, but $276 million less than in the Governor's recommended budget. Included in the Finance total funds are $5.0 billion in taxpayer-supported general and education funds, up 5.8% percent from the $4.8 billion appropriated in the current biennium. These appropriations meet the state's responsibilities in providing general government, health and human services, justice and public protection, environmental services, transportation and education, among others. And for the first time in many years, this budget provides specific funding for local and state infrastructure projects and for local property tax relief, with an appropriation of $45 million and $50 million, respectively. Some highlights of the budget: Two agencies, the Secretary of State's Office and the Department of Administrative Services, were re-organized, leading to an abolishment of unnecessary positions while improving customer service by developing the remaining positions with a better skill mix for this century. Staffing and expenses were reduced in the Liquor Commission, leading to an increased net profit to the general fund. Five Liquor Commission enforcement officers were transferred to the Department of Safety. State agency staffing remains relatively flat across most other agencies. The court-ordered new women's prison will open this biennium, offering educational and medical programming equivalent to those in the men's prison. This larger, improved prison will require more staff in order to meet the requirements of the court's order. Two federally-funded drug-sniffing dogs will help reduce drugs within prison walls. The health plan for retired state employees has been restructured so that 7,300 retirees over 68 years of age will not contribute to the premium paid on their behalf by the state. Those between 65 and 68 will pay a small monthly premium, while the share of the budgeted premium amount for retirees under 65 has been increased from 17.5 percent to 20 percent. Flood control payments to cities and towns were fully funded, as were grants for water and sewer treatment plants. Two agencies, Cultural Affairs and DRED, were combined into two new agencies, the Department of Natural and Cultural Resources and the Department of Business and Economic Affairs, with no additional staffing and all statutory references appropriately updated. Funding for Tourism and Travel was not cut in order to alleviate the expected loss of revenue from the transfer of one NASCAR race to Nevada. Previously House-passed legislation relative to the sale of the Laconia property, reorganization in the Secretary of State's office and the scholarship program for NH National Guard were incorporated into the budget. Two revenue-raising measures were incorporated into the budget: Keno, which had already passed the House, and Internet and smart-phone lottery sales. More funding was provided to improve the state's highway welcome centers. The Department of Transportation (DOT) was funded through the Highway Fund at reasonable levels to maintain and improve the state's highways. Slow-growing gas tax revenues required an infusion of nearly $24 million of general funds into the Department of Safety to offset former Highway Fund appropriations, and the permission to use of up to $22 million of Volkswagen settlement funds to allow DOT to replace old and outdated equipment. Adequate education and charter school funding was reduced to reflect lower student enrollments; however, charter school payments were increased by $250 per pupil in the FY 2018 and by another $125 in FY 2019. Community College System support was increased by $6 million, and University System support was unchanged at $81 million per year. The Department of Education received support for internal database and data reporting improvements as well as website upgrades. Two important, new education/workforce development programs were included in the budget but, due to insufficient estimated state revenues, were funded at $1 per year: A college scholarship program and a high school/college dual/ concurrent enrollment program. Should the state revenue picture brighten before the budget is finalized in June, these programs should be funded. Rate and wage increases amounting to $28.2 million were funded for health care providers and direct care support staff, including those in mental health centers, developmental services, children's residential care providers and elderly and adult care providers. Some of these providers had not received increases in 10 years. Through changes in juvenile sentencing and a re-organization of the Sununu Youth Services Center, only the most dangerous children will be confined, while those who are not a danger to themselves or others will, as much research suggests, be better served in community facilities. This change will allow the state to pay rates attractive enough for youth service providers to handle the alternatively sentenced youth while saving $1.3 million. Medicaid managed care caseloads were adjusted to reflect recent trends and the actuariallydetermined rates were fully funded. An additional $3.5 million in funding for each year of the biennium was provided for mental health Assertive Community Treatment (ACT) Teams which are the first line of care for our mentally ill. An additional $57 million was provided to care for the developmentally disabled. Temporary Aid to Needy Families (TANF) funds from the federal government replaced state general funds to support a number of essential programs. A new, two-year pilot workforce development program, called Granite Workforce, will serve between 600 and 800 people. Addiction services were greatly enhanced and expanded, including fully funding drug courts and the prescription data monitoring system and increasing funding for alcohol and drug abuse prevention, treatment and education by $21.0 million to a total of $54.8 million. The so-called \"county cap,\" the maximum amount that counties can pay for Medicaid long-term care services, was increased by the usual 2 percent per year, while the transition towards bringing county long-term care services under Medicaid managed care was deferred for two years. Provision was made for a future follow-up independent review on the Department of Children, Youth, and Families (DCYF) to ascertain the progress of DCYF in correcting the deficiencies found in the December 2016 independent review of the agency. This budget is more than a \"business as usual\" budget that pays for essential state services for the next two years. It provides increased funding to bring more workers into our economy through child care grants and workforce training, it provides more resources to battle addiction, it transforms how we deal with juvenile offenders, it improves our infrastructure, and it lowers local property taxes."}, {"side": "Minority", "author": "Rep. Mary Jane Wallner", "committee": "Finance", "text": "The minority believes that the proposed budget fails the citizens of New Hampshire in several important ways. It ignores the warnings of major economists that we must invest in our future to attract a well-educated workforce that will help move our economy forward. Inherent in that goal is the need to encourage young families to settle in New Hampshire. However, the budget eliminates the Governor's proposed $18 million funding to begin expanding adequacy payments for full day kindergarten. Along with not funding full day kindergarten for all New Hampshire children, the amended budget increases the preferential per-pupil amount of funding for charter schools, although not quite as much as the Governor proposed. Post-secondary education is flat-funded, driving the already-high cost of a college degree even higher. Going to college out of state is often a more affordable option for many of our high school graduates, and a significant percentage of them will not return. Ignoring the substance abuse crisis and the pleas of the public, the budget cuts the funding for the Governor's Commission on Prevention, Treatment and Recovery by $6.5 million, representing the 5% recommended level of the alcohol fund. Community mental health is also underfunded by approximately $7 million; this will affect the ability to intervene in the care of individuals in psychiatric crisis that could prevent the need for so many long waits in local emergency departments while needing a bed at New Hampshire Hospital. The developmental disability system is seriously underfunded. The Governor's budget underfunded the bureau of developmental services by $20 million in each of the two years, which will have the effect of increasing the waitlist. Added to that shortfall, the committee budget earmarks $7 million of the increase the Governor did appropriate to be used for important salary increases for direct care workers but did not fund these increases. The effect will be up to 150 additional individuals waiting for services that are approved but not funded because of these salary increases. Payments to hospitals for uncompensated care may be underfunded in the budget by as much as $151 million. In addition, in what is essentially an accounting gimmick designed to artificially lower the total spending amount, $225 million in federal and other funding for a number of programs is removed from the budget with the understanding that this money can still be accepted by the Fiscal Committee. The minority believes this gimmick lacks transparency and cedes more power to the 10-member Fiscal Committee instead of giving the entire 400 member body the opportunity to vote on the spending. The department of corrections shall reduce state general fund appropriations by $1,020,712 for the fiscal year ending June 30, 2018 and $1,557,454 for the fiscal year ending June 30, 2019. 9 Department of Health and Human Services; Bureau of Drug and Alcohol Services; Governor Commission Funds. Funds appropriated under account 05-95-92-920510-3382 Governor Commission Funds in section 1 of this act shall not take effect, and shall be replaced with the following appropriation.
