The premise behind this bill is to resolve a conflict between two statutes. RSA 218:5-c describes who and what park activities shall provide those 65 years and older free admission to state parks, historical sites, beaches and state operated ski areas. RSA 216-A:3-g instructs the division to charge fees that are comparable with fees for use of similar privately owned ski and campground facilities and should be according to market conditions. In addition, the fees are to be used to offset expenses to maintain these state facilities and be able to adjust to market conditions. This bill gives the division the ability to set limited fees for those over 65 subject to approval of the Fiscal Committee. The majority of the committee felt that allowing the state to charge seniors over the age of 65 to ski at Cannon Mountain on weekdays was not in keeping with the general policy of giving seniors free access to NH parks. The amendment retains the existing free access on weekdays for seniors, which reduces Cannon's revenue by up to $81,000 but still grows total revenue for the park system by up to $84,000. The estimated revenue loss was made on the assumption that all seniors currently using Cannon Mountain summer and winter would continue to do so. It does not account for the fact that some wouldn't come at all. Other reasons to continue free weekday access were that grandparents do bring grandchildren; some only come for a few runs; they also patronize other venues like food service. The argument that NH is aging and therefore will cost the state more revenue in the future is not compelling enough at this point in time to impose this fee. Susan Almy", "committee": "Ways and Means", "text": "The policy committee (Resources, Recreation and Economic Development) agreed with the State Park System Advisory Council and the Department of Resources and Economic Development that because the state's population is rapidly aging, the self-funded park system will be forced to raise fees on young families and working age adults if the senior population's park discounts are not adjusted downward. The Ways and Means Committee amendment reverses this policy by further increasing senior discounts. The effect over the next decades will be to further damage our state's ability to attract and retain working-age adults, either because our parks have further deteriorated or because park use is unaffordable to them. Many of our seniors have moved into the state as retirees and more seniors than under 40's can well afford to pay the full rate, much less the discounted bargain of up to 1/3 for weekdays and 2/3 fee for weekends approved by the policy committee. This act shall take effect 60 days after its passage.\n\nLBAO\n16-2751\n\nAmended 4/26/16\n\nSB 441-FN- FISCAL NOTE\n\nAN ACT relative to discounts and admission without charge at state parks.\n\nMETHODOLOGY:\n\nThe Department of Resources and Economic Development states this bill eliminates discount coupon books, continues free access to parks for New Hampshire seniors on weekdays except for holidays, establishes senior rates for skiing at Cannon Mountain at 1/3 of the adult weekday rate and 2/3 of the adult weekend/holiday rate. In addition, the bill enables the Department, with approval of the fiscal committee pursuant to RSA 216-A: 3-g, to provide additional and/or discounted access for NH seniors to skiing, the tramway, and weekend access.\n\nDiscount Coupon Books.\n\nConcerning the discount coupon books, the Department states the books are sold for $24 which is a 20% discount from the full $30 value of admission. In 2016, 306 books with a full admission value of $9,180 were sold for $7,344. If all coupons purchased were used, and if those visits would still have occurred without the coupons, there would be a $1,836 reduction in revenue attributable to the discount. The Department states there is an indeterminable administrative cost associated with producing the coupon books.\n\nUnder current law New Hampshire residents age 65 and older with proper identification are admitted to any state recreation area without charge, with exceptions for uphill devices on Saturdays and Sundays, state owned camping areas, special charges such as fees charged for parking at meters, and state owned ski areas operated by a lessee.\n\nState Parks.\n\nThe Department states in 2015 the full value of visits at regular rates for park use, beach parking, and the Flume by NH seniors would have been $228,617. Under this bill, seniors would still receive free admission on non-holiday weekdays. Applying 2013 attendance percentage data to the senior weekend and holiday attendance information for 2015, the Department estimates:\n\n8,973 visits by NH seniors would have been free to state parks where day-use fees are $4 at standard parks and $5 at high-use parks.\n\n2,867 NH senior visits would have been to state beaches where free parking was granted. The parking fee is $15 per vehicle.\n\n687 visits to the Flume by NH seniors would have been without charge where the adult admission is $16.\n\nThe Department states revenue collected on the above visits would have been $93,965 if admission had been charged.\n\nCannon Mountain Ski Account.\n\nIn 2015, there were 4,315 visits by NH seniors to Cannon Mountain for midweek winter skiing and summer tramway access where admission was not charged. The value of these visits, had admission been charged, would have been $196,355. If this bill had been in effect seniors would have paid 1/3 of the adult rates for non-holiday weekdays. Assuming the same number of visits by seniors, an additional $80,934 of revenue could have been collected. For weekend and holiday visits NH seniors currently pay full admission. Under this bill seniors would pay 2/3 of full admission which would result in a reduction or $9,792 for summer weekend and holiday Tramway visits, based on 2015 senior visits of 1,728.
