In January, 2015 it would increase from the Federal level of $7.25 per hour to $8.25 per hour. In 2016, it would become $9.00 per hour and in 2017 and going forward it would be indexed according to the Consumer Pricing Index (CPI). Currently, NH has the lowest minimum wage of any of the six New England states. If New Hampshire takes its minimum wage from $7.25 to $9.00 per hour, nearly 76,000 workers would see a direct or indirect increase in their wages, according to an analysis of US Census Bureau data conducted by the Economic Policy Institute. Two out of every three of those workers are adults over the age of twenty and one out of three are over the age of thirty. When government increases the minimum wage, it not only forces them to pay a higher starting wage, but also causes them to adjust the wages of their other employees as a necessary action to maintain a wage differential between untrained, entry level workers in a probation period and their trained, post-probation employees. Through this action employers incur a cost greater than just that associated with raising the wage of any minimum wage earner they employ. Because employers have finite funds to cover the cost of those they employ, when a minimum wage increase is imposed upon them, those who are affected most are the young seeking to enter the workforce, the elderly seeking a part-time employment to make ends meet, and those with disabilities working at a legal subminimum wage. When forced to pay higher payroll prices, some employers will seek experienced workers over entry level applicants or cut the hours of their employees to keep their budgets balanced. Small business owners are likely to take on additional duties within the business in an effort to keep their budget intact and their business solvent, all to the detriment of those seeking employment. Beginning in September 2016 this bill would cause the minimum wage to be index driven by the CPI, and adjusted annually in September, without regard to the fact that the index can increase in a bad economy. This bill is hurtful to employers, who should not be subject to further government intrusion into the hiring and management practices of their business. We should instead allow employers to run their business without this government mandate, hire as they are able within their means, and create a pro-economic growth environment that attracts businesses to New Hampshire and creates jobs.
