Majority — REFER FOR INTERIM STUDY
During the discussions on this bill, several very good questions arose from both sides of the debate, and two amendments were proposed. However, there were no solutions presented that the committee was able to agree on. The majority of the committee also felt that since the Racing and Charitable Gaming Study Commission will work on an issue such as this, Interim Study was appropriate at this time. Vote 16-4.
Minority — OUGHT TO PASS WITH AMENDMENT
The minority of the committee recognizes the charge of the recently convened Racing and Charitable Gaming Study Commission to address the amount of funds going to charity. However, those funds are likely to exceed $60 million in the current year, funds raised by new taxes on gaming. The minority feels that a portion of this tax money is better allocated to mitigate costs in the hosting jurisdictions, rather than given away to charity. And once the charity funds are allocated, it will be increasingly difficult to change the distribution model. The minority of the committee recommends that the Interim Study recommendation be voted down so that amendment 2025-2977h might be considered. The amendment would allocate 50% of the tax revenue to charity, 30% to the hosting municipality, 10% to the county, and 10% to the abutting municipalities.
