Committee — OUGHT TO PASS WITH AMENDMENT
The committee supports this legislation as a meaningful and appropriate way to honor the service and sacrifice of New Hampshire resident veterans by ensuring free parking at state parks, improving access to the state’s recreational and natural resources for those who have served our country. The committee devoted focused discussion to the amendment which addresses gifts and donations. Members supported the amended language as a necessary policy improvement that removes unnecessary administrative barriers and clarifies the process by which veterans’ organizations, advocacy groups, and community partners may voluntarily contribute resources to support park operations. The committee noted that this approach creates a practical opportunity to help offset costs associated with the veteran parking benefit without imposing new fees or mandates. The committee further emphasized that the amended language preserves state control over park operations, maintains appropriate oversight and executive council approval, and promotes fiscal responsibility while allowing greater flexibility for cooperative support. In doing so, the committee concluded that this legislation not only recognizes veterans’ service in a tangible way but reflects the state’s ongoing commitment to honoring those who have served. Vote 16-0.
