Committee — INEXPEDIENT TO LEGISLATE
NH has a longstanding civil domestic violence statute providing critical lifesaving protections for survivors. This bill would significantly restrict access to civil protections while it attempts to rewrite the existing statute and undermine ongoing efforts to strengthen domestic violence policy in the state. This legislation, if adopted, would impact a victim’s access to life saving services including a 24/7 emergency hot line, hospital and court accompaniment, support at child advocacy centers, support groups and emergency shelter placement. Additionally it would require a mandatory arrest requirement making a survivor involve the authorities before they are emotionally prepared or if they are experiencing escaping threats that have not yet resulted in an arrest leaving the victim vulnerable and without the advocacy these programs provide. Vote 12-1.
