This bill extends NH’s involvement in the Regional Greenhouse Gas Initiative (RGGI) with needed updates. If NH does not update its RGGI program, the current revenue would not continue as NHs allowances would not be consistent with the required RGGI program elements and would not be offered for sale during RGGI auctions. This would result in negative impacts on NH ratepayers as they would continue to pay RGGI costs in wholesale electricity rates but would not get the RGGI rebates from the allowance auctions. Bottom line, it would cost NH ratepayers up to $68 million. Vote 16-0.
