Currently, when a customer-generator wishes to net meter, the energy put onto the grid must come directly from a renewable generation source, such as solar panels, or from a heat led combined heat and power system. This bill, as amended, allows energy from storage to be net metered as well, as long as the charging comes from the generation source, or the charging is under the control of an entity other than the customer-generator. The latter situation occurs when the utility or manufacturer may control the battery, typically in advance of a storm. Vote 17-0.
