Committee — INEXPEDIENT TO LEGISLATE
This bill was a first draft attempt to create a user fee for the extensive bike lane and trail infrastructure that is being created similar to OHRV and snowmobile user fees. It was never the intent to require all bicycles on all roads to be registered. The reasoning is that we were asked to raise motor vehicle registration fees last year. We are being asked to raise tolls and a gasoline road toll increase has been suggested to try to close a $400 million dollar shortage in th Highway Fund for road projects around the state. The Highway Fund is a constitutionally protected restricted fund, Part Second, Art. 6-a, which is only supposed to be used for projects and expenses directly related to the operation of motor vehicles. Any use of these funds for the creation of other modes of transportation infrastructure is unfair and arguably unconstitutional. This bill sought to address that unfairness. Thousands of people opposed this bill through online testimony and insulting e-mails sending a clear message that they do not want to help pay for these improvements. The focus now should be making sure not a penny of Highway Fund money is spent on anything not directly related to the operation of motor vehicles. That is, after all, where the money comes from. Vote 16-0.
