Majority — INEXPEDIENT TO LEGISLATE
Removing the Hannah Duston Memorial is unnecessary and disregards the thorough research already conducted by our legislature and experts. The late 1600s were an incredibly dangerous time for women in New England. As Jay Atkinson details in “Massacre on the Merrimack,” women like Hannah Duston endured unimaginable hardships, including abduction, the brutal murder of her six-week-old baby, the safety of her other children, and the constant threat of being sold into slavery. Hannah’s captivity, vengeance, and escape are not world-historical events... but a uniquely American anecdote that vividly symbolizes the brutal struggle for this time for all. Atkinson further notes that Duston’s ordeal was not unique but emblematic of the era’s brutality. Hannah Duston is also the first woman in America to be honored with a statue. In 2016, HB 1397 created a study committee that produced a comprehensive 23-page report addressing this very issue, concluding that the statue should remain as a valuable educational tool and a testament to the hardships faced by all. The testimony presented highlighted many changes to this site, and future changes are expected based on the study committee’s report. The majority of the committee did not believe a new site advisory council was necessary. If passed, this bill ignores both the historical complexity of this era and the diligent work already completed. Vote 9-7.
Minority — OUGHT TO PASS WITH AMENDMENT
The minority agrees that the Hannah Duston memorial should not be removed and that this bill as introduced should not pass. However, the minority recommends that the House adopt amendment 2026-0174h, which would establish a Hannah Duston memorial site advisory council. The council would include membership from the Department of Natural and Cultural Resources, Department of Transportation, a Boscawen representative, historians with relevant subject-matter expertise, a Duston family representative, and representation by the local Native population, among others. This approach creates a structured, accountable process to deliver a practical plan for stewardship, interpretation, and public use. A 2016 study committee focused primarily on site improvements and the feasibility of connecting trail systems, and few of its recommendations have been implemented. While that work has value, it does not address the central issue now before the House: ensuring the Hannah Duston site communicates the full historical context, including the later-era reasons for Duston’s memorialization and the inclusion of Native perspectives—as well as the broader context for why the statue was erected. Supporting this legislation is the more historically responsible and economically prudent course, and it is far more likely to produce a lasting, community-supported result: a site that tells the full history and makes the island a constructive destination for Boscawen and New Hampshire residents.
