Committee — INEXPEDIENT TO LEGISLATE
This bill would have prohibited any city, town, village district, or unincorporated place from appropriating or expending any taxpayer funds, whether through a budget or warrant article, to donate such funds to any non-profit organization. The committee realizes that nonprofit organizations play an important role in providing needed services within our communities. With minimal financial funding provided by towns and cities, the nonprofits are able to deliver services more cheaply than a government run agency. Nonprofits have lower administrative costs, less rigid procurement costs, are able to adapt quickly to changes to local needs and are able to recruit volunteers, apply for grants and receive donations. Presently, citizens of each town or city, through the budget process, have the opportunity to remove funding for any nonprofit they feel is not appropriate. Vote 18-0.
