Majority — OUGHT TO PASS
This bill aims to change the current two-hour annual suicide training requirement in schools to once every two years, aligning it with other existing training requirements for schools, similar to the training for child sexual abuse prevention, sexual assault and harassment policy, warning signs of child abuse, and reporting mandates under RSA 189:13-a, XII, which are also required every 2 years. Studies have shown that biennial training is effective, as seen in the similar requirement for life-saving skills such as CPR, which also follows a biennial training schedule. The existing annual training demands have posed challenges for some districts in recruiting volunteers, and this bill aims to maintain the training requirement while ensuring consistency with other mandated trainings. Nothing in this bill precludes a school or district from providing training on an annual basis. Vote 10-8.
Minority — INEXPEDIENT TO LEGISLATE
The minority of the committee believes that this bill, which seeks to reduce the requirements for suicide prevention education should be found Inexpedient to Legislate. The committee heard from mental health associations, parents of a child who died by suicide, and organizations seeking to reduce suicide that this bill would decrease the amount of training teachers, administrators, and staff receive in suicide indicator awareness and prevention. Suicide is the second leading cause of death in New Hampshire for young people ages 10 to 24. Our youth are struggling, and too many lives are being lost. Suicide is preventable, and early identification, education, and intervention are proven tools. RSA 193-J:2, II, in its current form, saves lives. It ensures that school personnel are trained to recognize warning signs and respond appropriately, creating safer school environments for students. Any proposed changes to RSA 193-J:2, II would weaken its protections and put young people at greater risk.
