Committee — INEXPEDIENT TO LEGISLATE
This bill would have required a baseline environmental impact study (a comprehensive assessment of the existing environmental conditions at the time of application) as a precondition for permitting development of any manufacturing or storage facility over 50,000 square feet. The intent was to prevent a company like St. Gobain from developing a facility in a community that would then cause substantial environmental harm. The mechanism for performing the study was broad and unclear, the permitting process would be conditioned on the study was not clearly identified, and the correlation between the size of the facility and the potential of environmental harm was unclear. We felt that the underlying intent of the bill was good, but we did not see a path to amending it that would fulfill that intent. Vote 16-0.
