This bill would create a new State Intelligence and Counter-Intelligence Office in the Department of Safety to investigate foreign threats, China, Russia, cartels, terrorists, elite capture, and infrastructure risks. It includes 3 to 5 analysts, 2 to 5 investigators with military-equivalent training, limited support staff, subpoena power, independent verification of federal intelligence, and a $6,000,000 appropriation from the general fund for the FY 2026-2027 biennium to cover startup, salaries, training, secure networks, vehicles, an unarmed aerial platform, night/thermal imaging, and operations. The undefined mission scope presents multiple challenges including the potential to acquire advanced unmanned aerial systems or military grade platforms with price tags as high as $30 million each. Implementation begins July 1, 2026, an off-budget year and the $6 million appropriation adds new, unbudgeted general fund spending outside the regular cycle, drawing from surplus or lapsed funds if available or directly otherwise, with ongoing costs requiring future appropriations. Vote 13-0.
