Committee — REFER FOR INTERIM STUDY

The committee finds that this bill would require significant changes to the New Hampshire Retirement System (NHRS) which may or may not result in improving the concerns addressed by this bill. Proxy votes are an important tool of corporate policy, and review of the current policy adopted by the NHRS shows that only votes motivated by financial benefit are permitted with votes based upon social issues prohibited. Additionally, today’s investment policy includes the following charge: “Making all decisions solely in the interest of, and for the exclusive purpose of providing benefits to the members, retirees, and their beneficiaries.” As of fiscal year end 2025, the unfunded liability for the pension plan is $5.2 billion and remains on track to be fully funded by 2039. Vote 14-0.
