Majority — INEXPEDIENT TO LEGISLATE

This bill is an unjustifiable attempt to add onerous reporting requirements to the Education Freedom Account (EFA) program, despite the fact that we have much better insight into how the EFA money is spent than we have about how money is spent by public school districts. The bill contains hugely over-broad language that would be impossible to comply with. It also tries to mandate yet another Legislative Budget Assistant audit, despite the current audit not even having been completed yet. Vote 10-8.

Minority — OUGHT TO PASS

Rep. Tracy Bricchi

This bill requires the Education Freedom Account (EFA) program administrator to publish reports that detail application information, distributions made by vendors, demographic information, as well as differential aid data. Currently, a compliance audit is being conducted but will not be available until late spring or summer. This bill is not about whether or not this program is a good program, this bill is about reporting. Data is important and this bill will provide it.
