Committee — INEXPEDIENT TO LEGISLATE
The committee recognizes the importance of financial responsibility and public safety. However, after review, the committee determined that this bill would add administrative complexity and impose additional registration requirements without clearly improving compliance or safety outcomes. Existing law already requires drivers to maintain financial responsibility, with enforcement appropriately tied to vehicle operation. The committee also noted that conditioning vehicle registration on proof of insurance could create unintended barriers for residents who rely on vehicle access for work, healthcare, and daily necessities, and may impose restrictions in advance of any violation. The committee believes public policy should remain proportional and consistent with existing enforcement frameworks, relying on established mechanisms rather than preemptive regulatory requirements. For these reasons, the committee recommends Inexpedient to Legislate. Vote 16-0.
