Committee — INEXPEDIENT TO LEGISLATE
This bill represents an initial attempt to create and implement a permanent vehicle registration system in New Hampshire. Although in principle the concept of allowing a permanent registration to alleviate the inconvenience of renewing registration annually especially for older vehicles has merit, this bill as presented lacks the consideration in the potential consequence if this bill were to move forward. As an example, much more work would be needed to address the registration system that commercial vehicles conform to. Despite the appeal of being able to pay one large fee for a permanent vehicle registration has broad support, this bill has already shown that actually implementing their option raises too many uncertainties when it comes to choosing which types of vehicle should be eligible, what the cost structure would look like, and what can be forecasted if we were to implement this kind of change. As such, the Transportation Committee unanimously feels that this bill is Inexpedient to Legislate while it lacks supporting research, study, explanation, and imperial data. Vote 15-0.
