Committee — OUGHT TO PASS WITH AMENDMENT
As amended this bill establishes that a title or bill of sale must be present at initial registration to prove ownership transfer and establish state registration. This is effectively a housekeeping bill that codifies the procedure in use by majority of municipalities by clarifying that you don’t need to reestablish ownership each time a registration is renewed if ownership has not changed. Vote 16-0.
