Committee — OUGHT TO PASS
This bill places a cap on the amount of out-of-state waste placed in existing landfills at 30%, beginning in 2030. For all future landfills, the cap shall be 15%. According to the 2023-2024 Department of Environmental Services Biennial Solid Waste Report, approximately 39% of the waste going into New Hampshire landfills comes from out of state. Restrictions that have been placed on the kinds of materials that surrounding states allowed to be disposed of in their own landfills have resulted in those materials (often rich in PFAS) increasingly ending up in our landfills. For several years, the House has supported similar efforts to stop New Hampshire from being the dumping ground for our neighbors’ trash. This bill aims to accomplish this goal while striking a balance between the environment, the state’s waste disposal needs, and interstate commerce. Vote 14-1.
