Save the sponsor, no one came to testify in favor this bill. The New Hampshire Fish and Game Department testified against the bill for safety reasons. They pointed out that it is currently legal to carry a handgun that is loaded with a round chambered while operating an OHRV. Further, it is also currently legal to carry a loaded long gun while operating an OHRV. What is prohibited, is carrying loaded long gun while operating an OHRV with a round chambered in battery. The reason for this prohibition has nothing to do with Second Amendment rights. It is absolutely about common sense and the safety of others. Vote 12-0.
