Committee — INEXPEDIENT TO LEGISLATE
Our committee heard two bills to restrict the use of anticoagulant rodenticides. Testimony was clear that these rodent poisons cause significant damage to wildlife because the poisons remain in the rodent’s body and are then absorbed by predators and carrion eaters that find the dying or dead rodents easy prey. The poisons then cause severe illness or death in the those predators and scavengers, most commonly raptors, owls, fishers, bobcats, foxes, and coyotes. There are also instances of secondary poisoning in pet cats and dogs. This bill would have placed a nearly complete ban on second generation anticoagulant rodenticides, left first generation anticoagulant rodenticides available, and provided a narrow range of exemptions. The other bill, HB 1676 makes anticoagulant rodenticides available to licensed pest control professionals, but removes them from retail sale. Testimony indicated that these rodent poisons are particularly important for pest control in public health contexts like food storage facilities. The committee feels that restricted use is a better solution than an outright ban and recommends this bill as Inexpedient to Legislate. Vote 11-3.
