Committee — OUGHT TO PASS WITH AMENDMENT

Rep. Calvin Beaulier

As amended, this bill is a compromise to provide clarity to both property owners and municipalities when multifamily dwelling units may be constructed above retail or office space. This is a follow up to HB 631 which was signed into law last year. The intent is not to expand or diminish local control. Instead this bill specifies what measures municipalities may take when evaluating road, water, or sewer infrastructure for these developments. Such scrutiny is in existing law but is not currently defined, this has the potential to generate frustration and unnecessary expenditures for both property owners and municipalities. Vote 17-0.
